The survey, which places London&apos;s public transport only above Zagreb, Budapest and Ljubljana, claims that although journey times and connections between destinations in the capital are usually sound, London lets itself down massively with its high fares and overall expense. London was found to have the most expensive public transport out of all of the 23 cities included in the survey.<br />

The damning statistic seems to suggest that London has some of the best public transport within the EU - if people can afford to ride it. Statistics show that over 400,000 parking tickets were issued in Yorkshire alone last year, which equates to one for every five motorists, and generated over £10 million in revenue for the 08/09 financial year. If a motorist has more than one visible pay and display parking ticket in their car then traffic wardens have the power to issue a fine of £70, or £120 if they live in the London area. A discount of 50% is available if the fine is paid within 14 days. The move has caused outrage amongst critics who underline earlier council promises that parking fines wouldn&apos;t be used as an income-generating measure.<br />

The City of London Corporation&apos;s website reads: &apos;It is a requirement that only a single ticket is displayed. If more than one ticket is visible, the civil enforcement officer will issue a penalty charge notice and it is unlikely that we will withdraw it.&apos; The clause appears under contravention number nine in the list of parking offences.<br />

The British Parking Association is requesting talks with Transport Minister, Sadiq Khan, to review the current parking charges for councils outside of London. Away from the capital, there are currently two tiers of fine that can be issued to those who commit parking offences - a £40 fine for minor offences and a £70 for serious misdemeanours such as parking on double yellow lines.<br />

260 councils outside of London currently have the power to control parking in their constituencies and keep the money raised through parking fines. They argue, however, that the £328 million raised last in 2009 wasn&apos;t enough to cover operating costs, and are looking at scrapping the minor offences charge band - meaning the minimum fine for a parking offence would be a staple £70.<br />
