On October 24, 2018, the Pennsylvania Senate Bill 961 was signed into law, increasing the penalties faced by repeat DUI offenders. Senate Bill 961 also increases the ranking of the offense for third or fourth-time offenders. A third-time offender will be charged with a felony if they are found to have a BAC of .16 percent or higher. A fourth-time DUI offender will be charged with a DUI, no matter their BAC. <br />

It also imposes new tethering restrictions that apply to confining dogs outside. A dog owner cannot leave said tethered dog outside for more than nine hours, and he or she cannot have the dog outside for more than a half-hour unless it is below 90 degrees or above 32 degrees. The dog must always have access to both water and a place of shade, and its leash must be at least 10 feet long or three times the length of the dog while wearing a swivel collar allowing the dog to move freely.<br />
<br />
If a dog is tethered outside in an area with excessive waste, has open sores or wounds, or is tethered by a tow or log chain or a choke, pinch, prong or chain collar, the owner can be charged. Last, but not least, the law grants civil immunity to veterinarians, humane society officers, and veterinary technicians when it comes frivolous lawsuits that involve reporting animal cruelty.<br />

Pennsylvania Governor Tom Wolf signed a bill last May that mandates drivers who commit a first DUI offense to install a device in their vehicles that measures blood alcohol levels. If a driver passes the test, they will be able to start their engine. The bill is an attempt to lessen license suspensions while also prohibiting drunk driving. <br />

There are 25 other states with ignition interlock laws, but Pennsylvania&apos;s program won&apos;t be as strict. There are three different tiers, with the lowest being a blood-alcohol level between 0.08 percent to 0.099.
