The new workers will be paid about $14 per hour, which is half the rate of the returning workers.</p><p>Pasadena, CA -- (<a rel="nofollow" href="http://www.sbwire.com/">SBWIRE</a>) -- 08/08/2011 --  General Motors is planning to add around 2,500 jobs at its Detroit-Hamtramck assembly plant to build its next-generation Chevrolet Malibu and Chevrolet Impala models. <br />

The announcement came on Wednesday by GM&apos;s North America President Mark Reuss. This investment is part of GM&apos;s plan to invest $2 billion in 17 American plants. The company has already committed $109 million at two of its Michigan plants and another $131 million at its Kentucky plant to build the new Corvette sports car. <br />
<br />
The Detroit-Hamtramck plant currently builds the Cadillac DTS and Buick Lucerne models. The current model of the Chevrolet Impala is being done in GM&apos;s Ontario, Canada plant. GM expects high demand for the next-generation model and wants its factory to be capable of running around the clock. <br />
<br />
GM will be adding around 1,200 new jobs and bring back 1,300 laid-off workers. The new workers will be paid about $14 per hour, which is half the rate of the returning workers. This is because of GM&apos;s agreement with the United Auto Workers, under which these new workers will be paid a second-tier wage. <br />
<br />
To fill these positions, GM will first look to its pool of laid-off workers and also use referrals from its current staff. Every current hourly or salary worker will be allowed to make one referral. <br />
<br />
AutomotiveCrossing, a job aggregator site for jobs available in the auto industry has found around 18,000 jobs in the industry. The employees have contract jobs with BMW and their contracts expire on August 31.<br />

The Teamsters Union has launched a campaign which is targeting BMW dealers with appeals to support these workers. BMW on its part has said that it wants to hand over the center to a third party when its contract on the center expires. But a union official has said that BMW&apos;s announcement came as a surprise to the center&apos;s employees. They were not given a chance to negotiate a new contract. <br />
<br />
The workers at the center are paid around $25 per hour in addition to benefits similar to regular BMW employees. They are responsible for finding the right parts out of 200,000 vehicle parts in the center and getting them to the auto shops and dealers. The Teamsters Union is banking on the fact that the dealers will appreciate the fact that these workers are very knowledgeable about the parts required for each model. And such employees make sure that the dealers and auto shops get the right parts shipped to them. <br />
<br />
The decision to rehire the current employees will be left up to the center&apos;s new owners, which BMW has not yet picked. The move is also expected to save and add a total of 4,200 jobs in these plants. <br />

Around 2,000 jobs are expected to be saved in the Detroit metro area alone, people familiar with the details said. But the new jobs will first be offered to 2,000 laid-off GM workers who are UAW members. After that they will be offered to others who will be paid the second-tier wage of around $14 per hour.<br />

The jobs in Detroit will be at GM&apos;s Chevrolet Volt factory. Demand for the Volt because of the rise in gas prices has prompted GM to move up its hiring plans for the plant. Initially, GM planned to add around 1,000 workers. But now it may add as many as 2,000 workers. GM is planning to build more than 25,000 Volts in 2011. The original plan was for 10,000 Volts this year. <br />

GM&apos;s plant at Toledo is getting around $204 million and is expected to generate 250 jobs. GM has not revealed all the specifics of its plan. It has said that it still needs to work out the details of its plan. GM is expecting support and incentives from the local and state governments. The estimate comes from Sean McAlinden, the chief economist of Center for Automotive Research. <br />

General Motors announced that it was going to invest $100 million in its Rochester plant which makes auto parts. The plant will now make a new fuel injection product line. This will not only save existing jobs in the plant but also add around 30 hourly jobs. At present, the plant employs 826 people. <br />
<br />
The Rochester plant was one of the locations were GM had applied its two-tier system. The plant was saved from being closed because the workers there were paid the second-tier wage. Under the two-tier system agreed to by the United Auto Workers (UAW) and the Big 3 automakers, new hires earned around $14 per hour, which was half the rate paid to senior production workers. <br />
<br />
The UAW is now saying that workers must be compensated for the concessions they made in 2005 by agreeing to the two-tier system. The UAW also saw its membership rise last year to over 376,000, an increase of six percent.  <br />
<br />
The auto industry is increasing turning towards becoming a place for well-skilled employees. David Cole, who is chairman emeritus of the Center for Automotive Research says that "There&apos;s no factory jobs for high school dropouts." The point that he and other industry experts are making is that today, most new assembly line workers are required to have at least a two-year associate&apos;s degree.
