By 2015, Indonesia will have up to 99,000 wealthy individuals with total wealth $478 billion. HNWI means individuals with $1 million or more in investable assets excluding their primary residence.<br />

HFT accounted for 56 percent of U.S. and 36 percent of European equity volume last year, according to TABB Group. There is no agreed definition of HFT but it typically involves algorithms that instruct ultra-fast computers to trade across assets, darting in and out of markets to exploit small price changes.<br />
<br />
IOSCO said that the available evidence fails to find a consistent and significant negative effect of HFT on liquidity. However, IOSCO, which groups regulators -- such as the U.S. Securities and Exchange Commission and Britain&apos;s Financial Services Authority -- from some 100 countries, said the submission of large numbers of orders and trades across multiple venues poses significant challenges to competent authorities.<br />
<br />
IOSCO&apos;s recommendations, which its members will begin implementing straight away, focus on closer monitoring of HFT rather than trying to curb it. A rule from the SEC takes full effect next month, forcing broker dealers to block reckless orders piped by clients directly on to markets. IOSCO also requires trading venues to be able to halt dealings quickly to avoid flash crashes, and to have controls on clients that allowed direct access to markets using its systems.<br />

Jim Brunsden from Bloomberg reports that today&apos;s plans, which also include a crackdown on so-called dark pools, are aimed at reducing market volatility, increasing regulatory oversight and promoting competition. Specific measures include requiring trading venues to either cap the number of commodity derivative contracts that traders can enter into, or make "alternative arrangements" with the same effect.<br />

High-frequency traders came under increased regulatory scrutiny following the so-called flash crash in May of last year, during which the Dow Jones Industrial Average briefly lost almost 1,000 points. The EU measures include requiring firms that offer high frequency or algorithmic trading services to prove that they have sufficient risk controls in place and to ensure that clients with direct access to the markets are properly qualified.<br />
<br />
The safeguards include requiring trading venues to have "robust controls against problems such as disorderly trading, erratic price movements, and capacity overload," the commission said. "Limits will be placed on how many orders per transaction participants can place as well as on how far venues may compete in attracting order flow."<br />

For example, if you have computers that are generating trades, but the execution is done by humans, then we would argue that you cannot determine whether the success or failure of the system was due to its robust artificial intelligence or to a very good trader, and there is no way of testing and duplicating the results. Therefore, we would argue that any backtesting becomes essentially void."<br />
