According to Bloomberg's Michael Heath, high-frequency trading, in which firms use computers to buy and sell thousands of times securities a second, may reduce liquidity amid market stress, Reserve Bank of Australia Assistant Governor Guy Debelle said.

"While liquidity is improved in normal times, HFT is causing changes in the ecology of the market which result in a worsening of liquidity in stressed circumstances," Debelle said in prepared remarks for a speech in Sydney today.

High-frequency traders came under increased regulatory scrutiny following the so-called flash crash in May of last year, during which the Dow Jones Industrial Average briefly lost almost 1,000 points. Debelle chaired a Bank for International Settlements study group that examined such trading in currency markets, in particular around the Dow Jones incident and when the yen soared in March of this year.

As reported by The Wall Street Journal's Jacob Bunge, top market regulators of the U.S. and the U.K. this week will discuss the idea of formally registering high-speed electronic trading firms, the chairman of the U.S. Commodity Futures Trading Commission said Tuesday, October 11.

Such a move could give regulators a better idea of the identities of the often small firms that use computer-driven strategies to power a big chunk of each day's trade in stocks, futures and options markets.

CFTC Commissioner Bart Chilton in recent speeches has raised the idea of registering such firms, which rarely seek out the spotlight and closely guard their trading strategies. CFTC Chairman Gary Gensler, speaking to reporters in Chicago on Tuesday, said that the suggestion would be "on the table" when he joins counterparts for two days of meetings in London later [last] week.

'The exchanges are in general moving towards much higher performances,' said Robert Smith, managing director of high- frequency trading firm Getco Asia, who is currently evaluating a dark pool set- up in Asia. 'But the fees of trading is a significant interference.'

SGX charges a clearing fee of four basis points on the value for most contracts, or a maximum of $600.

As reported by The New York Times' Graham Bowley, regulators in the United States and overseas are cracking down on computerized high-speed trading that crowds today's stock exchanges, worried that as it spreads around the globe it is making market swings worse.

The cost of these high-frequency traders, critics say, is the confidence of ordinary investors in the markets, and ultimately their belief in the fairness of the financial system.

"There is something unholy about them," said Guy P. Wyser-Pratte, a prominent longtime Wall Street trader and investor. "That is what caused this tremendous volatility. They make a fortune whereas the public gets so whipsawed by this trading."

Regulators are playing catch-up. In the United States and Europe, they have recently fined traders for using computers to gain advantage over slower investors by illegally manipulating prices, and they suspect other market abuse could be going on.

Regulators are also weighing new rules for high-speed trading, with an international regulatory body to make recommendations in coming weeks.

According to a recent report from The Wall Street Journal's Neil Shah, banks like Credit Suisse Group AG and Royal Bank of Scotland Group PLC, as well as a growing number of hedge funds, are handing over management of their currency options risks to computers. In doing so, they're automating a process that traders say takes up anywhere from 25% to 50% of their time.

High-frequency trading already accounts for up to 30% of activity in the global foreign exchange market, mostly in heavily traded currencies like the euro and dollar, according to Aite Group, a consulting firm. Its use is widespread in equities and commodities trading as well. Now, banks and hedge funds are making a push into more niche areas, including exchange-rate derivatives and more thinly emerging market currencies.

"You can automate something where you used to have to be glued to a screen," said Paul Buckley, head of Credit Suisse's Advanced Execution Services foreign-exchange products globally. Credit Suisse charges clients based on usage of their system, called AES FX. The bank's own traders also use the system to manage options risks.

Private equity funds are expected to play an increasing role in investments flows into Africa in the next 12 months as they seek new growth opportunities outside the depressed markets of developed countries, according to Standard Bank's Brian Marshall, Director: Diversified Lending and Leverage. Marshall says an increasing number of private equity firms are raising capital to invest in sub-Saharan Africa investment strategies and scouting for deal opportunities.

Although funds available to invest in Africa are still relatively small when compared to global funds and other emerging markets, an increase will be good for Africa as it will provide local firms with much needed capital. According to EMPEA, an industry body, funds raised for sub-Saharan Private Equity strategies totaled US$1,499 million in 2010 up 55% from the US$964m raised in 2009. The EMPEA study shows that Emerging Markets and sub-Saharan Africa in particular, are claiming an increasing share of private equity funding raised globally.

Marshall cites global private equity firm Carlyle's announcement earlier this year of the launch of its sub Saharan Africa Fund and the recent acquisition by CVC of a controlling stake in Virgin Active as an indication of the interest by large international private equity funds in the region.

Carlyle, which has about $17-billion worth of assets under its management in emerging markets, more than $106bln globally, and who is actively looking for assets in Africa, said the sub Saharan Fund will be managed from Johannesburg and Lagos. The group has established a team to conduct buyout and growth capital investments in Sub-Saharan Africa. Furthermore Helios Investment Partners, a leading Pan African fund, recently announced the closing of their 2nd successful fund which raised a total of US$ 900 million in commitments from investors.
