According to Tom Osborn of The Financial Times, the debate over whether high-frequency trading is damaging to the securities markets has intensified, with an important regulatory body warning that the increasingly-dominant form of trading could impact short-term price-setting on global securities exchanges.

The International Organisation of Securities Commissions, which functions as a forum for global regulators, establishing uniform policy recommendations on securities market issues, today published a long-awaited report on HFT and other high-tech trading practices.

On price discovery, Iosco's technical committee argued it was crucial that national regulators study the very specific impact HFT was having on individual markets.

It said: "The very short term nature of many HFT strategies, coupled with high speed, high volume trading algorithms, could cause market prices to move away from fundamental values in the short term and impair the price discovery process that takes place on public and transparent markets."

Iosco's report, entitled Regulatory Issues Raised by the Impact of Technological Changes on Market Integrity and Efficiency, is a response to the G20's request for greater market oversight of potential issues raised by high frequency trading and other issues related to technological developments.Iosco is a member of the Financial Stability Board, the panel established by the G20 group of advanced economies in 2009.

High frequency trading is building momentum in Brazil with the recent launch of a high frequency trading platform for derivatives called Puma at Brazilian exchange BM&F Bovespa . According to a report from Bloomberg's Eleni Himaras and Lynn Thomasson, BM&F Bovespa CEO Edemir Pinto, daily volume peaked at about 700,000 contracts since the new system began, compared with a previous high of 110,000, he said. The platform reduced the time it took to process a trade from more than 10 milliseconds to less than one, according to Maziero.

Pinto estimates that high-frequency trading may eventually make up 20 percent to 30 percent of Brazil's market volume from the current 8 percent. Puma, which was designed with CME Group Inc., will begin for equities by the end of March and for fixed- income products by the middle of next year, he said.

As high frequency trading continues to build momentum in Singapore, it has come under increased scrutiny in the United States and Europe.

However, according to recent news, it appears that proposed taxes on high frequency trading won't become law. According to AdvancedTrading.com's Justin Grant, high-frequency trading has become quite the punching bag for overseas governing bodies in recent months, but for the time being it appears that those who rely on it may escape being taxed for it.

Last week the Madrid-based International Organisation of Securities Regulators said in a report that "many HFT strategies, coupled with high speed, high volume trading algorithms, could cause market prices to move away from fundamental values in the short term and impair the price discovery process that takes place on public and transparent markets."

The idea that high-frequency trading obscures the markets and causes extreme volatility led the European Commission to consider levying a 0.1 percent tax on the sale or transfer of a range of financial products. Derivatives trades, which are often used by institutional investors as a hedge against swings in commodity and FX prices, would be tagged with a 0.01 percent charge.

In addition to slowing down executions, the tax could also raise $78 billion a year according to the EU's projections. But as it stands now that tax is unlikely to become law in Europe since it requires unanimous approval from all 27 members of the EU.

Germany and France are leading the charge across the continent for the so-called Tobin tax, but media reports say that in addition to the U.K., the Czech Republic is also against it.

Meanwhile finance ministers from the world's 20 largest economies will be debating the concept of a global financial transactions tax in the coming months. But with the United States, Canada, and the U.K. standing in the way, the idea is unlikely to gain much traction.

High frequency trading is currently a highly contentious issue, with regulators seeking to clamp down on the industry. In an exclusive address at the conference, Blair attempted to dispel some of the myths relating to high-frequency trading and insisted it adds liquidity to the FX markets, echoing the findings of a major study by the Bank for International Settlements published last month.

"There will always be insider deals and there will always be faster information. Some of those are used for dubious strategies like scalping and I would certainly take issue with front-running customers, but on balance they tend to add liquidity," said Blair.

According to a recent article by the Financial Times' Philip Stafford, speeds for conducting trades between London and Hong Kong are set to drop dramatically as the fierce competition to trade at high-speed across continents spurs improvements in telecom cables.

BSO Network Solutions, a UK-based trading technology company, said on Friday it had cut latency – the time it takes for trade to be done – in a round trip between the two financial hubs to 176 milliseconds, or thousandths of a second. In April GlobeNet, a submarine cable provider, said it had cut the New York-Sao Paulo route to an average round trip latency of 110 milliseconds, while rival Hibernia Atlantic is laying a new cable across the Atlantic which will chop 6 milliseconds off trading times.

Trading technology providers say the demand comes from investors wanting to exploit differences in asset prices in markets in Europe, Asia and the Americas and the effect has been estimated to be worth up to $100m in profits for some investors.

Mr. Pendle is currently VP of North American Sales for Bleum, with over 20 years in IT sales experience in leading sales teams that generated over USD 500 million in IT solutions to Tier 1 companies. Mr. Pendle is a recognized expert in CPG and Financial Services industries in regard to IT, having published over 120 articles and papers in media such as "The Economist", "Newsweek", and "Businessweek". He has also been retained for consulting at several Fortune 500 companies, organizations such as the United Nations, and the U.S. and Philippines governments, among others.

Mr. Pendle began his career as a Business Solutions Provider at IBM, moving into a sales executive role with the IBM Global Services Division where he received 3 President's Circle Awards and 6 Service Stars. Mr. Pendle then went to Capgemini, where he helped grow the Central (now West) business unit from USD 2 million to USD 246 million in less than a decade.
