While Ragone has faith in the effectiveness of smartphones, he also notes that during 9/11 and the recent earthquake some phone lines didn&apos;t work or became overloaded.  While the earthquake disrupted many phone calls, most text message and social media connections seemed unaffected, he said.<br />

New Jersey residents should be thankful for missing the current winter storm, and it gives everyone an opportunity to make sure that they are ready when the first one strikes our state, says Ragone.<br />

In Cleveland, Ohio, one elementary school employee took three hours to drive home, six miles away. In Laporte, Ind., more than 70 motorists were stranded for hours on Monday, after snowdrifts trapped their vehicles, according to the Associated Press. <br />

Ragone says a few simple tips will help winterize your car and protect you and your loved ones if faced with severe winter weather.<br />
<br />
Ragone&apos;s tips include:<br />

• Ask yourself: Is this trip really necessary? It seems obvious, but if you are facing an impending storm or one that is already raging outside, pause and ask yourself whether you really have to drive.  Avoid traveling unless there is an emergency or a commitment you cannot cancel or reschedule.<br />
<br />
• Gas up. Be sure you have plenty of gas. People often have to abandon cars because they simply run out of gas when a short commute turns into hours. Keep your gas tank full.<br />
<br />
• Maintain an emergency kit. This is inexpensive and takes little effort. A good emergency kit includes: flares, blankets, boots, radio, engine oil, washer fluid, coolant and flashlight. If you generally travel without gloves or a cap, this is the time to keep them in the car. If you have kids in the car, keep a mini diaper bag with diapers, wipes, formula and baby food.<br />
 <br />
• Buy a better scraper. Visibility is paramount in a winter storm, so clean off as much snow as possible. But don&apos;t waste your money on the small, cheap plastic scrapers that sell for a dollar or two. Buy a model with a long handle, made of metal, with a scraper at one end and a brush at the other. It&apos;s stronger and won&apos;t break, and its length allows you to muster more muscle when scraping. If you are short, you will be able to reach the snow on top of the car.<br />
<br />
• Plug in your cell phone charger. Get one if you don&apos;t have one. It&apos;s your lifeline to the outside world if you get stranded.<br />
<br />
• Jumper cables. Batteries are a major victim during a winter storm. The easiest, cheapest solution is jumper cables.<br />
<br />
"Winter doesn&apos;t start until Dec. 21," says Ragone. "Get a jump on the season by making sure that you&apos;re prepared for any road trips before a winter storm strikes."<br />

According to The National Oceanic and Atmospheric Administration (NOAA), hurricane season starts  June 1 and runs through Nov. 30.<br />

NOAA&apos;s most recent prediction warns of an extremely active 2010 hurricane season. <br />

"If this outlook holds true, this season could be one of the more active on record," said Jane Lubchenco, Ph.D., undersecretary of commerce for oceans and atmosphere and NOAA administrator. "The greater likelihood of storms brings an increased risk of a landfall. In short, we urge everyone to be prepared."<br />

Across the entire Atlantic Basin for the six-month season, NOAA is projecting a 70 percent probability of the following ranges:<br />

- 14 to 23 Named Storms (top winds of 39 mph or higher), including: <br />
- 8 to 14 Hurricanes (top winds of 74 mph or higher), of which: <br />
- 3 to 7 could be Major Hurricanes (Category 3, 4 or 5; winds of at least 111 mph). <br />
<br />
These predictions exceed the seasonal average of 11 named storms, six hurricanes and two major hurricanes, according to NOAA.  <br />
<br />
In New Jersey, NJ Alert (<a class="extlink"  rel="nofollow noopener"  target="_blank"  title="http://www.njalert.gov" href="http://www.njalert.gov">http://www.njalert.gov</a>) is a free, voluntary and confidential emergency alerting system that allows State Emergency Management officials to send e-mail or text messages to cell phones and other email enabled devices during an emergency event.  <br />
<br />
The wild card in the hurricane guessing game this season is the Gulf Coast oil spill, says Ragone. "The oil is spreading and could create further property and environmental damage should this season be as troublesome as predicted."<br />
<br />
"A hurricane in the Gulf of Mexico this year would be devastating," according to a report in the Christian Science Monitor quoting Qin Chen, an associate professor of civil and environmental engineering at Louisiana State University in Baton Rouge.<br />

In Ragone&apos;s case, there is a certain poetic irony in the occupation he ultimately chose, given his own personal disaster. In 1988, with Frank Messina, he started allRisk Property Damage Experts, a firm that helps businesses and homeowners recover from the devastation of natural and manmade disasters such as flooding, hurricanes, storms and fires.<br />
<br />
Ragone is an active advocate of disabled rights and other philanthropies. He lives in Haddonfield with his wife, Sharon, and their two children, Jeffrey and Gina.<br />

Cherry Hill, N.J.-based Camden Catholic High School started a Hall of Fame to promote a sense of pride and to honor alumni, faculty, staff and friends who have made outstanding accomplishments in their communities since they have been associated with the school.<br />

Although we can never predict when a disaster will strike, experts say being prepared can prevent a disaster from becoming a catastrophe. <br />

"The aftermath of the Haiti earthquake is an example of immeasurable human suffering. However, a disaster doesn&apos;t have to turn into a catastrophe," says Dean Ragone, president of allRisk Property Damage Experts, a Somerdale, NJ-based emergency response company. <br />
<br />
A disaster can be natural or man-made. It can range from severe weather, flooding or a chemical spill. Being prepared can reduce the damages and save lives, but many people don&apos;t take this precaution. <br />
<br />
In response to the Haiti earthquake, a California emergency response employee was giving advice on preparedness to 200 Los Angeles residents. When he asked how many in the audience had a disaster kit, only three responded positively, according to a report in the Los Angeles Times.<br />
<br />
"Creating a disaster kit is something we keep in the back of our mind but somehow never quite get around to preparing," says Ragone. "The events in Haiti should be a wakeup call for everyone."<br />
<br />
Hurricane Katrina is an example. The governor of Louisiana declared a state of emergency on Friday, Aug. 26, 2005. National Guard troops did not arrive in the Gulf States until Aug. 31 — two days after they were requested and five days after the Louisiana announcement. "We should have faith in our government, but we should begin by making our own preparations," Ragone said.<br />
<br />
"In a full-scale emergency, first responders may not be able to get to your family in the early hours. Simply put, you need to be your family&apos;s own first responder." <br />
<br />
Ragone and emergency response experts agree that having a disaster kit in every home helps reduce the possibility of damages, injury and even death. Kits should include a minimum of a three-day supply of items. <br />
<br />
Recommended items in a basic disaster kit include:<br />
<br />
- One gallon of water per person per day for at least three days, for drinking and sanitation. <br />
- Canned food, at least a three-day supply.<br />
- Baby care items - diapers, formula, bottles (if applicable)<br />
- Battery-powered or hand crank radio. <br />
- Flashlight.<br />
- First aid kit, including all prescription medications.<br />
- Whistle to signal for help. <br />
- Dust mask, to help filter contaminated air, and plastic sheeting and duct tape to shelter-in-place. <br />
- Moist towelettes, garbage bags and plastic ties for personal sanitation. <br />
- Wrench or pliers to turn off utilities. <br />
- Can opener for food (if kit contains canned food). <br />
- Local maps. <br />
- Cell phone with chargers. <br />
- Extra batteries for all battery-powered devices, in a variety of types.<br />
- Crowbar (for opening doors of sagging lintels during an earthquake).<br />
<br />
Kits should also include important documents such as medical records and homeowner&apos;s insurance, as well as travelers checks, credit cards or cash. <br />
"Our lessons of the past taught us, it is your responsibility to prepare and ensure the survival of your family in the first 72 hours following a catastrophic event," says Ragone.<br />
<br />
With these tips to create a disaster kit, residents can at least manage temporarily until help arrives.<br />

Preston has joined the Institute as managing director responsible for the Institute&apos;s real estate investment advisory and fund management practices.<br />

Institute St. Onge is a supply chain infrastructure advisory and investment firm. It focuses on investment advisory service, fund management, venture capital, applied research planning, technology transfer and education. <br />
<br />
A new component to the Institute&apos;s advisory mission and one that will involve Preston is expanding the pool of potential clients that extends beyond the financial community. The Institute will now also offer its advisory services to include investment funds, owners of large land tracts, institutions and corporations interested in investing in supply chain infrastructures.<br />
<br />
Preston brings more than 30 years of real estate development experience to the Institute. He was a former senior vice president at ProLogis, where he directed industrial development, redevelopment and acquisition activities for the company&apos;s northeastern region. He also served previously with Higgins Development Partners LLC and Rockefeller Group Development Corp.<br />
<br />
He holds a bachelor of science degree in accounting from West Virginia State University and a masters in business administration from New York University.<br />
<br />
Preston is the vice president of the New Jersey Chapter of NAIOP, the Commercial Real Estate Development Association, a leading organization for developers, owners and related professionals in office, industrial and mix-use real estate. He also serves as a trustee for the Patriot Path Council of the Boy Scouts of America.<br />
