A Vertical Standard Rule of OSHA are the "particular" standards which apply to the construction, maritime, and agriculture industry. The rules of OSHA aims to hammer out certain agreements serving as the basis for proposed rules with the intention of shortening the process in rulemaking and discourage legal challenges to the final standard while at the same time providing the public the capability to make comments on certain public issues.<br />

The Tree Care Industry Association, being one of the several stakeholders who attended the special briefing on the new rule had a glimpse on the two revisions made by OSHA affecting line clearance contractors. The two areas which were  part of the new rulings for the Vertical Standards are the use of chain saw and the fall protection in an aerial lift. <br />

New Rule on Chain Saw Use<br />
<br />
Old regulation allows drop starting saw weighing 15 pounds or more outside the container with a clear area below. The new rule of OSHA bans drop starting a chain saw from an aerial lift bucket. This new rule complies with the Logging Standards which prohibits drop starting. New Rule on Fall Protection<br />
<br />
OSHA made a final rule that is compliant with its 1926 Subpart M requirements which obliges contractors to use a body belt in a "work restraint" system preventing any fall, or to use a full body harness and lanyard that restricts "free fall" to six feet or less and is fixed to prevent contact with any lower level. <br />
<br />
Peter Gerstenberger, Senior Advisor for Safety, Compliance, and Standards for the Tree Care Industry Association argued for a fall protection system and stated that the line clearance tree trimmer in a bucket spent a lot of their time working directly over the conductors. According to him, "one of the significant hazards they faced was falling into the conductors should they come out of the bucket". TCIA opted to use a body belt and a short lanyard limiting the fall distance out of the bucket. <br />

Businesses and organizations affected by the new rules of the Vertical Standards are allowed to file a Petition for Review in the US Court of Appeals 60 days from the rule&apos;s publication. Watson won by three shots over Jordan Spieth and Jonas Blixt of Sweden, earning his second green jacket for the second time around. He stated, "it&apos;s overwhelming, you know, to win twice. A small-town guy named Bubba now has two green jackets. It&apos;s pretty wild." <br />

While Watson celebrated his victory, golfers and Masters officials talked "eulogies" about the soaring loblolly pine, also known as the Eisenhower <a class="extlink"  target="_blank"  rel="nofollow noopener" title="Tree" href="http://en.wikipedia.org/wiki/Eisenhower_Tree">Tree</a>. This year, the tree was removed after being severely ruined by an ice storm on February 2014. It was massively destroyed, circulating photos show major damage, specifically on the left side and top of the tree.<br />

Billy Payne, Augusta National and Masters Chairman, announced, "the loss of the Eisenhower Tree is difficult news to accept. We obtained opinions from the best <a class="extlink"  target="_blank"  rel="nofollow noopener" title="arborists" href="http://www.amazon.com/Arborists-Certification-Study-Guide-Edition/dp/B0037UKPDW">arborists</a> available, and unfortunately, were advised that no recovery was possible."<br />

The Masters landmark, also known as Ike&apos;s Tree, was about 210 yards from the tee on the left side of the par-4 hole. The loblolly pine stood 65 feet high and was believed to be about 100 to 125 years old. It was named after former president Dwight Eisenhower, who happened to be an Augusta National member. He proposed to have it cut down during a club meeting in 1956 since he kept hitting into it. Clifford Roberts, Masters co-founder ruled out the request and named the tree after the then president.<br />

Jack Nicklaus, six-time Masters winner, issued a statement about the loss of the tree. "The Eisenhower Tree is such an iconic fixture and symbol of tradition at Augusta National. It was such an integral part of the game and one that will be sorely missed… I hit it so many times over the years that I don&apos;t care to comment on the names I called myself and the names I might have called the tree. &apos;Ike&apos;s Tree&apos; was a kind choice. But looking back, Ike&apos;s Tree will be greatly missed."<br />

Mike Weir, 2003 Masters champion, expressed sorrow as well. He said, "it&apos;s sad to see that tree go. I pegged that tree many times. Part of the challenge was to shape the ball around it." <br />

The tree holds a place in Masters history. Arnold Palmer (1958) and Jose Maria Olazabal (1999) triumphed in spite of making contact with it on their final round drives. Tiger Woods slipped on the straw while hitting his second shot which injured his left knee and Achilles&apos; tendon at the base of the tree during the 2011 Masters tournament.<br />
