The TVPA is a crucial piece of legislation that provides the legal framework for the U.S. to combat, monitor, and prosecute human trafficking crimes, and simultaneously addresses the way children who have experienced severe trauma are treated in the criminal legal system. <br />

"For over 20 years, the TVPA has helped protect vulnerable children and provide services for survivors of exploitation. Crucially, this bill includes provisions that will better prevent child trafficking victims from becoming trapped in the legal system. Far too often, the judicial system penalizes minors who have been exploited, without consideration given to the awful abuse they endured as a result of their trafficking. Treating children in a trauma-informed and age-appropriate manner is critical to both their psychological and physiological well-being."<br />
<br />
This version of the TVPA contains vital provisions that would reform current standards for child sex crime victims who are being prosecuted within the criminal justice system. It takes a meaningful step to addressing an abusive pipeline that traps children within the system, with no consideration given to the harmful, exploitative and life threatening circumstances they have endured. Under the legislation, courts would be allowed to deviate from harsh sentences for child sex trafficking and sex crime victims who commit serious offenses against their traffickers or abusers. It also requires judges to consider the diminished culpability of children relative to adult offenders any time a child is sentenced in adult court. Finally, this provision would end life without parole sentences for children prosecuted in the federal criminal legal system by creating judicial sentencing review after 20 years of incarceration.<br />

-Grants for human trafficking prevention and assistance for victims of trafficking; <br />
<br />
-Ensures protection and confidentiality for human trafficking survivors; <br />
<br />
-Bolsters the ability of state, local and tribal child welfare agencies to identify and respond to vulnerable children at-risk of trafficking;<br />
<br />
-Exempts restitution for trafficking survivors from federal taxes.<br />

Nearly <a class="extlink"  target="_blank"  rel="nofollow noopener" title="one-third" href="https://www.law.georgetown.edu/poverty-inequality-center/wp-content/uploads/sites/14/2019/02/The-Sexual-Abuse-To-Prison-Pipeline-The-Girls%E2%80%99-St">one-third</a> of girls in the juvenile justice system were sexually abused and nearly half experienced five or more Adverse Childhood Experiences (ACEs). Over the last 15 years, high-profile cases like those of Sara Kruzan, Chrystul Kizer, Cyntoia Brown, Patrice Smith, and Alexis Martin have brought into the public consciousness the additional human rights abuses that child trafficking victims face in the criminal legal system. <br />

Their trauma histories and the circumstances surrounding their offenses largely went ignored by the courts. Because of similar legislation in New York and California, Kruzan and Smith were released from prison, but not before serving lengthy prison terms. Unfortunately, it took an act of the Governor in Ohio and Tennessee to free Martin and Brown. Kizer is still fighting her unjust prosecution in Wisconsin. <br />

Beyond these particular cases, the failure to protect vulnerable children at every stage is system-wide and has resulted in an overly punitive response to children who come into conflict with the law often exacerbating the underlying traumas that lead children to commit crimes in the first place. The criminal legal system must be reformed to recognize that the overwhelming majority of children who commit crimes were previously victims of human trafficking, physical and sexual abuse, rape, familial/domestic violence, and other forms of community violence. <br />

This is the first time the event will be taking place on Long Island. <br />

The event highlights locations where survivors have indicated they were trafficked and where there have been reports of child exploitation as a symbol of those who stand with trafficking survivors across the country.<br />

The ride will begin in the morning in Riverhead and travel east to the Shinnecock Reservation, where participants will meet with leaders and activists at approximately 10:30 a.m. to learn more about the movement addressing and raising awareness of the epidemic of violence and exploitation against Indigenous women and children.<br />

The report details the results of ECPAT-USA&apos;s work with the travel and tourism industry to protect children from sex trafficking.<br />

The first of it&apos;s kind, the report shows what percentage of hotels in the United States have anti-trafficking training for their associates. Based on the findings of an evaluation study conducted by the NYU Wagner Graduate School of Public Service, the report shows that half of all hotels in the U.S. have training about how to prevent and disrupt child sex trafficking and at least 35% of those have ECPAT-USA training, but there is still more work to be done.<br />

High schoolers are not the only minors at risk—pimps and traffickers may prey on children as young as nine years old. <br />

"Any Kid Any School" highlights the urgent and ongoing need for all individuals, and especially young people, to recognize the signs of trafficking. In response, ECPAT-USA manages a Y-ACT (Youth Against Child Trafficking) program, in which middle and high school students are told the facts, misconceptions, and risks of trafficking. Armed with the tools to identify the warning signs and proper resources to protect themselves and their peers, these young people become advocates for anti-human trafficking efforts in their own communities.<br />

UNICEF estimates that 5.5 million children are being trafficked around the world.  The UN Office on Drugs and Crime calls human trafficking the fastest growing crime in the world.  In the United States thousands of children are bought and sold for sex.  In 2014 the National Center on Missing and Exploited Children received 1.1 million reports of sexual offenses against children including child sexual abuse images, online enticement, sex trafficking and child molestation.  <br />

ECPAT-USA was started in 1991.  That year, Asian activists came to the United States to ask that American men be stopped from going to Asia to exploit children for sex.  A group of committed children&apos;s rights activists, churches, women&apos;s groups and others decided to start a movement to get this done.  And ECPAT-USA was born (the original name was End Child Prostitution in Asian Tourism).<br />

But ECPAT-USA was not alone.  The movement to protect children from exploitation gained momentum around the world.  By 1996 the governments of the world had taken notice and the First World Congress Against Sexual Exploitation of Children took place in Sweden that year.  ECPAT groups realized that child sexual exploitation does not happen only in Asia, but everywhere.  The movement was renamed: ECPAT: End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes. <br />
<br />
In the 25 years that ECPAT-USA has been at work, the recognition of child trafficking victims has advanced immeasurably.  It is now well recognized that foreign and U.S. citizen children can be victims of trafficking.  It is also recognized that these are children who urgently need assistance and protection.  As the lead organization working in the United States to protect children from all forms of commercial sexual exploitation, ECPAT-USA is proud of having achieved many "firsts." <br />
<br />
- ECPAT-USA was the first organization to advocate for U.S. Defense Department training to protect children from sexual exploitation. We succeeded in getting the first training in place in 1999.<br />

- ECPAT-USA was the first anti-child sex trafficking organization working to raise awareness in the United States before the passage of the federal Trafficking Victims Protection Act in 2000.<br />

- ECPAT-USA developed the first local multi-stakeholder anti-trafficking project in New York City in 2003 in partnership with IOFA. We launched the first federally funded human trafficking task force that became the model for these task forces across the country.<br />

- ECPAT-USA was the first to obtain the partnership of the hospitality industry in the United States in adopting the <a class="extlink"  target="_blank"  rel="nofollow noopener" title="Tourism Child Protection Code of Conduct" href="http://www.thecode.org/">Tourism Child Protection Code of Conduct</a>, when Carlson Companies signed it in 2004. This Thailand journey focuses on giving participants a glimpse at how modern day travel is combating modern day slavery and ending the commercial sexual exploitation of children.<br />

"The journey gives participants an educative perspective about the issue of human trafficking," remarked Sarah Porter, ECPAT-USA&apos;s director of development and partnerships. This trip is open to participants who want to learn more about the issue, while focusing on socially responsible travel and tourism. The journey will include visiting ECPAT International&apos;s headquarters, based in Bangkok where participants will gain an invaluable perspective on the issue of sex trafficking and exploitation. <br />

Participants begin their journey by meeting with advocates from other organizations, international aid groups, and policy makers to develop a better understanding of the scope of the issue, along with the socio-economic factors that contribute to sex trafficking and exploitation in Thailand. The itinerary highlights the progress being made on the ground and the work of the NGO sector, such as vocational training, public awareness campaigns, and other preventative services. Additionally, the journey will include several cultural excursions and travel to the beautiful countrysides of Chiang Mai and Chiang Rai. The trip is geared towards travelers who want a more purposeful and educative travel experience. <br />

The most common form of human trafficking (79%) is sexual exploitation. According to the Brooklyn District Attorney&apos;s Office, four Brooklynites were indicted last March in connection with the 2014 kidnapping of two 13-year-old girls they hoped to lure into prostitution. In December 2014, 15 employees and managers of nine massage parlors in Brooklyn were arrested on prostitution and promoting prostitution charges. <br />

Brooklyn District Attorney Ken Thompson, whose office has a human trafficking division, will open the event. Also on hand will be anti-trafficking organizations Sanctuary for Families, <a class="extlink"  target="_blank"  rel="nofollow noopener" title="ECPAT-USA" href="http://ecpatusa.org">ECPAT-USA</a> (End Child Prostitution and Trafficking), and Restore. The event includes a performance of "Trafficked" by the acclaimed Brooklyn based Girl Be Heard theater company. <br />

Plymouth Church has a long history of mission against slavery and toward social justice for all that began with its founding in 1847, according to Fleisher. Because of its strong anti-slavery stand in the 19th century, it was called the Grand Central Depot on the Underground Railroad by the abolitionist movement, as it harbored and helped many slaves on their journey to freedom. The church&apos;s first pastor, the out-spoken Henry Ward Beecher, was called the "most famous man in America" during his time at Plymouth for his anti-slavery sermons and events. His sister, Harriet Beecher Stowe, wrote the classic abolitionist novel Uncle Tom&apos;s Cabin.<br />

According to the National Center for Missing and Exploited Children, approximately 100,000 children have been sexually abused and exploited in the United States in the past year, and millions more are exploited around the world. Travel infrastructure is sometimes used in trafficking and exploitation, through commercial airlines and buses used to transport children, online classifieds used to lure travelers, and hotel rooms which can be the site of abuse. <br />

GBTA is working to mobilize the travel industry against child exploitation in travel. Service providers and law enforcement agencies report that nearly all victims they come in contact with have been exploited in hotels. A trafficker may run their business out of a hotel room, putting employees in a unique position to identify victims and alert authorities. From checkin to checkout there are a number of indicators victims and traffickers exhibit during the time they are on a hotel property. <br />

Estimates state that 100,000 American children are victims of sex trafficking in the United States and 300,000 are at risk. Over 4,000 children just in New York City were found to be victims of sexual exploitation, and the National Center for Missing and Exploited Children (NCMEC) received over 500,000 reports of sexual exploitation in 2013 alone.<br />

Katrina Owens, survivor of trafficking and victim advocate, was exploited in prostitution the United States, beginning at the age of 16. She spoke about her experience of being taken to hotels, "Some of the top hotels they look at you and they know; its like when your eyes meet you know that something might not be right, &apos;should I say something, should I not say anything, or should I just turn my head?&apos; And quite often, they turn their head."<br />

Despite the number of victims, the hotel industry has been taking a stand. "We&apos;ve made a lot of progress working with hotels in the United States. The travel industry has become really active because they know they can make a huge difference in the lives of victims," says Michelle Guelbart, Director of Private Sector Engagement for ECPAT-USA. "With almost every training I lead, someone tells a story about how they have witnessed something on a hotel property. Our hope is that training to prevent and identify child sex trafficking becomes standard with the hospitality industry." <br />
